PD turns embezzlement probe over to D.A.’s Office

The Inyo County District Attorney’s Office announced this week it is taking over the Bishop Police Department’s investigation of alleged embezzlement at Health and Human Services.
Police Chief Chris Carter has turned the case over to D.A. Art Maillet after a 2.5-month investigation. The chief has also informed the D.A. that his department will go no further with the investigation “due to the lack of resources.”
Maillet said he expects his office to complete its side of the investigation on or about April 15. At that time, the D.A.’s Office will decide what, if any, charges should be filed in the case, which involves an employee of the HHS Public Assistance Program allegedly embezzling an as-yet undisclosed – but reportedly substantial – amount of public funds.
According to Maillet, the PD sent his office a “law enforcement” report on its investigation. That report, Maillet said in a press release, “required additional investigation and was returned to the Bishop Police Department for clarification of several issues.”
According to Maillet, Chief Carter has informed his office “that after their follow-up investigation, they will do no further investigation due to lack of resources. Accordingly, the District Attorney’s Office will complete the investigation.”
The Bishop PD launched its investigation Thursday, Jan. 24 after employees with HHS reported funds missing.
An HHS manager was named as a “person of interest” in the alleged embezzlement when authorities served a search warrant at her residence Jan. 25.
The manager has not been charged with a crime or arrested.
Inyo County Counsel Randy Keller said in March that no county employee suspected of being involved in the alleged crime has access anymore to public funds.
