County leaders have a full day scheduled for the Board of Supervisors this week as the board has opted to cancel its regularly scheduled meeting of Tuesday, March 6.
The board will meet at 9 a.m. today in the County Administrative Center in Independence to discuss consolidating the Bishop municipal election with the Statewide General Election, county office space needs, building upgrades and road rehabilitation.
The first item on todayâ€™s agenda is a presentation from Inyo County Clerk-Recorder Kammi Foote regarding the cost-effectiveness of consolidating the Bishop Municipal Election with the county-operated Statewide General Election.
According to Footeâ€™s staff report, the city of Bishop has taken the necessary steps to make the change, and hold its General election the first Tuesday in November of even-numbered years, which coincides with statewide General Elections.
In order for the change to take effect, the Board of Supervisors must approve a resolution recognizing the change.
If approved, the first consolidated election will be held in November.
Following Footeâ€™s presentation, the board will consider an exclusive negotiation agreement for construction and leasing of a consolidated office building for Inyo County services in Bishop.
The agreement is non-binding, and the county will have time to weigh the pros and cons of the controversial proposal to build new offices.
The agreement does require that the county negotiate only with Joseph Enterprises for the development of consolidated offices, should the county decide to pursue the project.
Joseph Enterprises has proposed that the county build the new facility on a piece of property it owns on U.S. 6 north of Bishop.
County Administrative Officer Kevin Carunchio said the county hopes to lease-to-own the facility, but specific details, such as the cost per square-foot for the project, will not be worked out until Joseph Enterprises and Inyo County agree on a Term Sheet.
Developing the Term Sheet will be the next step if the board agrees to the Exclusive Negotiation Agreement.
The board is also scheduled to discuss appointing a member and alternate to the California Council of Rural Counties Environmental Services Joint Powers Authority. County staff has recommended appointing First District Supervisor Linda Arcularius to the JPA, with Inyo County Integrated Waste Managing Landfill Engineer Jeff Ahlstrom as the alternate delegate/technical liaison.
The board will also consider a request from Public Works to allow the Bishop Senior Center Recreation Committee to remodel the kitchen at the Bishop Senior Center, and consider a resolution approving electrical services upgrades for the Independence Legion Hall.
The Public Works Department is also asking the board to appoint two members to a committee to review proposals to operate or lease inyo county water systems.
Inyo County sent out a request for proposals for the operation of the three water systems that are currently under the direction of the county in January, and the Public Works Department is hoping to have board members help review and evaluate each proposal.
Public Works will also be seeking authorization to submit an application for TIGER IV funds for rehabilitation on Whitney Portal Road.
This meeting is open to the public and time will be set aside for residents to make comments to the board on matters not calendared on the agenda.
